Libyan leaders agree to form new unified government

Reuters —Three key Libyan leaders said on Sunday they had agreed on the “necessity” of forming a new unified government that would supervise long-delayed elections. The leaders are the president of the Presidential Council (PC) Mohamed Menfi, the head of High State Council (HSC) Mohamed Takala, who are both based in Tripoli, and Aguila Saleh, speaker of the House of Representatives (HoR) in Benghazi. In a joint statement, the three leaders also called on the UN Mission in Libya and the international community to support their proposals. Dbeibah has vowed not to cede power to a new government without national elections. Last week, Central Bank governor Sadiq Kabir wrote to parliament asking it to approve a new unified government and a national budget over GNU extent spending.

CNN —The United States wants to reopen an embassy in Libya - a decade after suspending operations there – as Russia maintains an influential foothold in the country. A State Department official said Monday that the US is in “active negotiations for an interim facility that would provide appropriate security and staffing support” in the capital city of Tripoli. The move to reopen a US diplomatic compound in Libya comes as Moscow holds significant influence in the country. Ambassador J. Christopher Stevens and three other Americans were killed in that attack. The US continues to advise citizens not to travel to Libya “due to crime, terrorism, civil unrest, kidnapping, and armed conflict.”CNN’s Haley Britzky contributed reporting.

The message behind Putin’s Wagner meeting

In a televised meeting Friday, Putin met with Russia’s Deputy Defense Minister Yunus-Bek Yevkurov and former Wagner commander Andrey Troshev, according to a partial transcript published by the Kremlin. But unpack the language, and Putin’s Friday meeting appeared to put a reassuring gloss on the Russian government’s attempt to bring the mercenary group to heel. “I would like to talk to you about issues of a social nature,” Putin told Troshev, without naming Wagner. Wagner has supported the Libyan National Army for several years, reportedly backing Haftar’s 2019-2020 military campaign against the Tripoli-based government. If Friday’s meeting is any guide, Yevkurov appears to be a point man for future Wagner activity while Troshev takes on a different brief: overseeing Wagner 2.0 for the war in Ukraine.

For many Libyans, the collective grief over the more than 11,000 dead has morphed into a rallying cry for national unity in a country blighted by 12 years of conflict and division. The oil-rich country has been divided between rival administrations since 2014, with an internationally recognized government in Tripoli and a rival authority in the east, where Derna is located. "The wound or pain of what happened in Derna hurt all the people from western Libya to southern Libya to eastern Libya,” he said. Gen. Khalifa Hifter’s forces besieged Tripoli in a yearlong failed military campaign to try to capture the capital, killing thousands. The Prime Minister of Libya’s Tripoli government, Abdul-Hamid Dbeibah, said he and his ministers were accountable for the dams' maintenance, but not the thousands of deaths caused by the flooding.

Libyan officials say bodies are still washing back up on the shores of Derna, days after the wall of water swept through the city. CNN —The United Nations has said most of the deaths in flash floods that tore through Libya could have been “avoided,” as relief workers struggle to deliver crucial aid in a humanitarian effort stifled by political divisions and debris from the disaster. More than 5,000 people have died and thousands more are feared missing after unprecedented rainfall flushed out entire cities in the North African nation last week. “Of course, we cannot fully avoid economic losses but we could’ve also minimized those losses by having proper services in place,” Talaas added. While the Eastern parliament-backed government reported at least 5,300 people dead, the internationally recognized government in Tripoli reports more than 6,000 people have died. CNN has not been able to independently verify the number of deaths or those missing.

Thousands of people are confirmed dead and thousands more missing, with the mayor saying the toll could reach 20,000. Usama Al Husadi, a 52-year-old driver, had been searching for his wife and five children since the disaster. Husadi, who had been working the night of the storm, dialled his wife's phone number once again. "We lost at least 50 members from my father’s family, between missing and dead," he said. Confirmed death tolls given by officials so far have varied, but all are in the thousands, with thousands more on lists of the missing.

Libyans Come Together for Flood Aid Effort Despite Conflict

Ministers from the Tripoli-based government visited the eastern city of Benghazi on Thursday. A humanitarian source involved in the relief effort said eastern authorities had barred foreign aid flowing to Derna through the internationally recognised Tripoli government, whose legitimacy the eastern administration rejects. A source in the eastern administration denied this, saying it had not rejected aid being channelled via Tripoli. Relief operations in Derna have been directed by Haftar's LNA, the military coalition that controls eastern Libya and was for years in open conflict with western factions. Turkey, long the main supporter of the Tripoli government, rapidly sent an aid team to Derna through Benghazi, the LNA-controlled capital of eastern regions.
